This is the old style spacer found on Fox 2.5" and 3.0" shocks that DID NOT use the o-ring. Occasionally you'll see these spacers on 2.0" shocks that are using 5/8" uniballs. Modern Fox shocks use a new style spacer that has a double step on it so you can use an o-ring to prevent water from damaging the uniball.
